Your Key Responsibilities

The successful candidate will prepare air quality impact analyses in support of National Environmental Policy Act (NEPA) documents (Environmental Assessments and Environmental Impact Statements) for federal clients. The candidate will also prepare Air Quality Impact Analysis studies and federal Clean Air Act (CAA) General Conformity Determinations for Stantec GS’s federal clients nationwide.  This role requires the ability to review and understand environmental statutes, regulations, and policies, including local, state and federal regulatory programs and their relationship to the CAA, to determine required processes and documentation.

The candidate will need to employ strong analytical, problem-solving and decision-making skills while prioritizing activities under strict deadlines in a dynamic work environment. This includes identifying, researching, discussing, and resolving complex project issues with colleagues, clients, and other stakeholders such as cooperating federal or regulatory agencies. Project objectives must be met in accordance with an approved scope of work, budget and schedule.

Your Capabilities and Credentials

The ideal candidate will have a robust background in quantitative emissions modeling and air quality analysis. The candidate must be able to interpret and apply currently accepted and emerging air quality, greenhouse gas, and climate change analysis methodologies, and regulatory guidelines as appropriate to each project and client. Assignments may include development of appropriate assumptions for analysis, spreadsheet- and model-based emissions estimating, dispersion modeling, health risk assessments, and ambient air quality analysis impact analysis for NEPA documentation and as stand-alone technical reports. The successful candidate will be able to plan for and develop project deliverables, provide quality control review of technical documents and other project deliverables, oversee work prepared by others, schedule and lead meetings, and participate in mentoring of junior staff. Specific qualification requirements are as follows:

  • Successful candidate will have demonstrated experience collecting data or developing reasonable project assumptions in coordination with running air quality emission models, conducting air quality and GHG technical analyses.
  • Familiarity with state and federal air quality and climate change environmental policy and regulation, including NEPA, and CAA.
  • Experience working with air quality models such as the Air Force’s Air Conformity Applicability Model [ACAM], the California Emissions Estimator Model [CalEEMod], and EPA’s Motor Vehicle Emission Simulator [MOVES]).
  • Experience in evaluating environmental justice issues and risk management as they relate to air pollution.
  • Position requires a drug screen

Education and Experience

  • Degree in civil or environmental engineering, math, environmental science, atmospheric science, meteorology, geography, natural resources management, planning, or a related field.
  • A minimum of 10 years of relevant professional experience. More senior candidates will also be considered; candidates will be hired at a position commensurate with their experience.
