Your Opportunity
This on-site Civil Engineer position will support the Director of Public Works at West Point to manage and oversee multiple new construction and renovation projects occurring at the West Point campus over the next 5+-years. Primary duties will include providing design and specification reviews during the Design phases and working with contractors and Designers to address recurring issues during construction.
Your Key Responsibilities
- Perform design reviews for the Civil Engineering aspects of new construction and renovation projects (grading, drainage, parking lots, water, sewer, horizontal control, signage & striping plans, etc.)
- Utilize AutoCAD Civil 3D and provide markups for other engineers and contractors
- Review DOD UFC’s (Unified Building Codes) Specification Packages
- Prepare written correspondence with internal organizations, clients, contractors, etc.
- Track project scope, budget, staffing, and schedule
- Provide recurring presentations (briefings) on Project status
- Oversee Quality Assurance and Control on projects
- Streamline project implementation processes as a result of liaising with relevant stakeholders to assess and implement necessary changes to project scope of work.
- Liaise with the US Corp of Engineers and DPW Director, Garrison Commander, and O&M Chief to ensure that projects do not interfere with the Mission.
- Implement recommended quality and technical standards in construction and continuous oversite of daily operational issues. Provide coaching, training, and mentorship to DPW PM’s/Junior Engineers/Construction Teams.
- Organize and facilitate weekly Construction Project meetings and monthly Master Planning Group meetings.
Your Capabilities and Credentials
- Repeated success maximizing outcomes of construction projects, through strong people leadership and development strategies, including coaching of internal and external teams comprising of General Contractors, Subcontractors, and other tradesmen.
- Adept at managing projects by optimizing budgeting, engineering analysis, technical designing, and commissioning processes and operations.
- Expert presenter and negotiator; able to forge strong relationships with strategic partners and build consensus across multiple organizational levels.
- Lead a team of internal staff and General Contractors for ongoing Multi-Billion Dollar Renovation Upgrades and New Buildings Construction Projects.
Education and Experience
- Bachelor’s degree in Civil Engineering
- At least 10 years experience as a Civil Engineer on DOD and other Federal Projects
- Registered Professional Engineer (P.E.)
- Professional Development Preferred:
- PMP
- USACE RMS (Resident Management System)
- DOD UFC’s (Unified Building Codes) Experience
- USACE EM385 Safety Training or experience
- USACE Three Phase of Construction Inspection Process Training or experience
- USACE CQM (Construction Quality Manager) Certification.
- OSHA 30-hour Certificate.
- PMP
