Construction Services Manager

As the Construction Services Manager, you will work independently on various and even multiple construction projects, as well as manage a team for delivery of a construction inspection program. This is a great opportunity for career growth.
Your Key Responsibilities
• Manage the assigned elements of a construction project to assure the contractor's compliance with the plans and contract documents, manage project personnel, inspection, materials quality control and quality assurance testing, project documentation, project budget and schedule, and contract administration responsibilities.
• Provide support with assigned elements of a construction project to the client or upper management.
• Management of day-to-day operation of field construction inspection staff.
• Marketing/Business development responsibilities to grow CEI team in Southern West Virginia.
• Preparation of proposal and client negotiations, including interviews as necessary.
• Provide consultation, investigations, evaluations, and written documentation as assigned.
• Analyze and interpret project plans, contract language, and specifications to ensure project constructability.
• Identify design errors and determine impact on the construction project.
• Make recommendations for partial and final contractor payments.
• Monitor project budgets/schedules and recommend adjustments.
• Supervise and manage project staff as assigned. Great Opportunity to mentor and grow a professional team.
• Conduct pre-construction conferences, utility coordination meetings, construction progress meetings, and other types of conferences and meetings as needed for various projects.
• Write project management correspondence and reviews recommendations made by project staff.
• Recommend resolution of field construction problems and design changes.
• Prepare/Review work orders and perform analysis including independent detailed construction estimates and Time Impact Analysis.
• Work with other groups including but not limited to design, materials, environmental, traffic engineering, right of way, the public, and all other parties necessary to meet contract schedules and requirement.
Your Capabilities and Credentials
Working knowledge of the following:
- WVDOT Standard Specifications Roads and Bridges, Road and Bridge Standards, Construction Manual, and Manual for Uniform Traffic Control Devices
- Engineering design for roadways, structures, and drainage as related to highway design and construction.
- Contract development and project management processes
- Schedule, claims, avoidance, claims mitigation, cost estimating and reporting.
Proficiency with the following:
- Communicate effectively both orally and in writing with various stakeholders/constituents.
- Effective task and time management
- Apply engineering planning and principals to a variety of projects.
- Conduct construction related submittal reviews.
- Prepare technical, financial, administrative, and explanatory correspondence.
- Apply engineering planning and project scheduling principles to a variety of projects.
- Conduct constructability and bid ability reviews, and cost, and schedule analysis.
- Proficiency in MS Office Suite.
- Thorough knowledge of construction principles, techniques and procedures, occupational hazards, and safety precautions.
- Ability to effectively discuss project issues with contractor, project team and clients, including ability to resolve conflict situations.
- Takes initiative on tasks and in coordinating with other members of the project team, obtaining and sharing necessary information.
- Strong organizational skills and understanding of task assignment and schedule.
- Effective written and verbal communication skills.
- Ability to solve problems using sound professional judgment, creativity, and innovation.
- Working knowledge of critical path method scheduling.
- Must have good driving record and valid driver’s license.
Education and Experience
- Minimum 13 or more years of experience in the practice of construction engineering
- Preferred a prior WVDOT experience.
- BS in Civil Engineering or engineering related field from an ABET accredited university.
- PE License is required (West Virginia PE License is strongly preferred)
Typical office environment working with computers and working at a desk for long periods of time.
Field work may include exposure to the elements including inclement weather. Job may require travel to active construction projects.
