Your Opportunity

Stantec is seeking a Senior Environmental Planner to join our Environmental Services Practice working with strong FERC experience and a large recreation program management and NEPA/CEQA background in the Northern California and Pacific Northwest region. The position is to be based out of our Walnut Creek, San Francisco, Sacramento, Petaluma, Rocklin, Chico, San Jose, Fresno, Portland, OR, Seattle, Lynwood or Bellevue, WA Office; geographic alignment with other Stantec offices will be considered based on experience. Stantec offers flexible work locations (including working from home), flexible work hours and a robust compensation and benefits package.

Your Key Responsibilities

  • A minimum of eight years working in the environmental consulting field, with an emphasis on recreation and land use.
  • Previous experience developing and implementing recreation use studies and visitor surveys in outdoor recreation settings.
  • Excellent writing skills (writing samples will be requested).
  • Working understanding of statistical sampling and analytical procedures.
  • Must be able to work well independently while maintaining communication with field staff and managers stationed in various locations.
  • Must be able to work independently in remote areas throughout California, and in occasional adverse weather conditions.
  • Must be able and willing to drive on paved and unpaved roads through mountainous terrain.
  • Proficient at using Microsoft Word and Excel.

  • Knowledge of US Forest Service (USFS) and Bureau of Land Management (BLM) recreation-related policies, standards, guidelines and practices.
  • Knowledge of Federal Energy Regulatory Commission (FERC) hydropower relicensing processes and FERC regulations and guidelines related to recreation and land use.
  • Ability to implement whitewater boating and/or other stream-based recreation studies.

Responsibilities include, but are not limited to:

  • Technical Consulting
  • Developing and implementing recreation use studies and visitor surveys in outdoor recreation settings.
  • Developing statistically valid recreation use sampling protocols and procedures.
  • Developing visitor survey instruments to assess visitor satisfaction and preferences.
  • Analyzing recreation use data and survey responses.
  • Overseeing up to 10 technicians who will conduct field work and enter data.
  • Traveling to and between specific developed and dispersed recreation sites to ensure use studies and surveys are being properly implemented.
  • Analyzing data and preparing technical memoranda and reports. 
  • Preparing recreation and land use sections for CEQA and NEPA documents, and permit applications.
  • Overseeing projects within scope/budget/schedule expectations and ensure quality standards on project deliverables.
  • Collaborating with other senior technical specialists and planners to address environmental issues.

Leadership and Mentorship

  • Build and mentor a team under your direct supervision.
  • Support engineers working on recreation facility rehabilitation projects, as needed.
  • Help develop and mentor a team of high performers through hiring, coaching, and training staff to expand understanding of technical reports, FERC licensing, CEQA/NEPA planning, and project delivery and project management.
  • Identify opportunities for junior and mid-level staff that complement their professional development.

Client Development

  • Provide technical expertise and guidance to support business development opportunities including the development and implementation of “win” strategies, including client contact, proposal preparation, and preparation of and participation in client interviews. 
  • Build and maintain productive relationships across all stakeholder groups, including regulators.

Your Capabilities and Credentials

  • BA/BS in environmental science, natural resources, environmental planning or related field. 
  • Must possess a valid driver’s license.
  • Must be willing to work a flexible schedule including occasional weekends and holidays.
  • Must be authorized to work in U.S. without company sponsorship.

This position has the flexibility of working in a hybrid work environment with a mix of remote work and in office work. Typical office environment working with computers and remaining sedentary for long periods of time.
