Your Opportunity 

 

In furthering our commitment to community and to maintain our position as a top tier Federal Government contractor operating across all 5 business operating units (BOU) and global geographies, Stantec has established a Federal BOU sub-sector lead role in US federal programs. The Federal BOU sub-sector lead role is the recognized federal leader for the BOU overseeing all aspects of the BOU federal market and vision, contract compliance, top line growth, strategy development, opportunity development, Top 20 capture team coordination, resource planning, and delivery coordination. The role is also responsible for coordinating and working in close partnership to the federal account leaders, federal contracts staff, campaign and growth initiative leaders and all other BOU federal leads and international federal operations across Stantec.

Key Performance Indicators

  • Achieve BOU business plan top and bottom-line targets for Federal Government Programs and Account Management Plans. Detailed BOU performance metrics to be defined by each BOU:
    • Annual Sales goals in Soft backlog (IDIQs, MSA, etc.,) and hard backlog
    • Net Revenue annual sales growth
    • Annual Net revenue growth
    • Backlog Growth
  • 5 Year strategic plan growth for federal programs – 13% Annual Growth Commitment to investor community.
  • Marketing & Business Development (MBD) spend.
  • Maintaining the BOU specific federal pipeline accuracy and health that support sales, NR       and backlog and performance metrics.
  • Federal Top 20 hit rate (#) and capture rate ($).
  • Federal all pursuit hit rate (#) and capture rate ($).
  • Multiple client touch points per month in partnership with the federal program and account leaders.
  • HSSE goals and targets for leaders and BOU.
  • People leader goal(s), as appropriate with each BOU.
  • Utilization – 20% - 30% range.
  • Delivery of performance ratings (e.g CPARS), client surveys or other client performance ratings all above satisfactory.
  • Overall Gross Margin % metric within the BOU.
  • Achieve business integration and cross-BOU selling and delivery goals as established by the Buildings BOU and Federal.   

Key Responsibilities

 

  • Leadership and Communications
    • Responsible for two-way communications between the BOUs and the federal programs regarding strategic growth initiatives, key client account strategies and general information sharing.
    • Coordinate alignment of common growth objectives between federal, federal account managers, and the BOUs. Understand and communicate expectations of each group and facilitate alignment where possible.
    • Communications and reporting of key performance metrics, business plans, account plans, top 20 opportunities, corporate campaigns, strategic growth initiatives, and financial results monthly and quarterly with the BOUL and their BOU leadership team.
    • Communications and continuous education of federal contracting and administrative requirements, acquisition schedules, and how the overall federal contracting and delivery processes work.
    • Communicate corporate compliance changes that will be coming to facilitate change management across the federal program and BOUs.
    • Ensure that the federal programs and operations teams are engaged with the right BOU teams and SME’s.
    • Be the federal subject matter expert and point of contact for the BOU teams to reach out to with questions.
    • Be the BOU advocate with the federal team. Help drive growth for the BOU and gain their confidence in federal as a high potential growth market.
    • Offer guidance, assist with the promotion and organization of federal events (in office, virtual, and external) that drive knowledge sharing, employee engagement, collaboration, and a cross-business line community of practice (e.g. monthly lunch and learns, cross BOU meetings/e-mail updates, conferences, etc.).
    • Communicate with key leaders across all BOU teams and international regions.

 

  • Strategy and Growth- Business Development
    • Assist in identification of major growth opportunities and development of strong client relationships and portfolios with key clients in partnership with the federal programs team.
    • Partner and build teams with each of the federal key client account managers, major programs leads and major capture teams.
    • Prioritize key clients and opportunities in the BOU in partnership with federal including the Top 20, Next 20 and transactional opportunities.
    • Develop, lead, or serve as BOU sponsor on major federal opportunities and connect SME resources from the BOUs into the pursuit teams. Note most federal opportunities cut across all BOUs and in some cases international regions. 
    • Assist in set up, tracking and reporting of M&BD pursuit numbers and spend against budget within the BOU.
    • Facilitate, coordinate and set up major federal program risk reviews/BOURC’s reviews and approvals, delegation of signature or other authorities.
    • Coordination of all Major strategic BOU and cross BOU opportunities requiring senior BOU leadership and possibly c-suite engagement.
    • Coordination and participation on all go/no go calls for federal opportunities- ensuring that the right BOU and federal staff are engaged.
    • Coordination and alignment across all existing, new and emerging federal accounts and markets. The account managers are required to communicate directly with all BOU sub-sector leads on their account plan growth and delivery strategy. The BOU sub-sector lead will integrate, and partner directly will all federal account managers.  

 

  • Delivery Coordination, Contracts and Compliance Oversight, and Resource Planning
    • Facilitate and support transition/handoff of contracts and projects from the federal BD teams into the BOU delivery teams- effective and engaged transition.
    • Inform on resource planning requirements, disciplines, and project delivery team assignments in conjunction with the BOU delivery centers/teams and federal operations and delivery teams to ensure proper staffing.
    • Ensure that the BOU delivery teams are synched up with the appropriate federal contracts and compliance support, involving the federal contracts and subcontracts compliance teams as appropriate.
    • Coordination of all high risk/watch list project monthly reviews. Projects requiring reviews will be defined in the BOURC review or by the BOU.  

 

  • Recruiting, Training and Mentoring
    • Lead and assist the BOU in the recruitment of federal PMs and other discipline leads to help build the federal capability within the BOU.
    • Recognize the need for training and mentoring of the BOU teams and get them assistance.

Qualifications

 

The ideal candidate should possess the following: 

  • Bachelor’s degree in architecture, engineering, business, and/or related field.
  • Minimum of 15 years of federal government experience within multi-disciplinary environments and BOU markets.  Experience with government key clients and accounts preferred.
  • Demonstrated leadership capability (people and business) and a commitment to Stantec’s core values, cross BOU engagement, including the health and safety of our people, and ethics and integrity.
  • Strong communication skills including presentation, written and verbal skills to clearly convey information to a variety of audiences.
  • Excellent organizational, strategic, planning and project implementation skills.
  • Ability to work collaboratively, foster teamwork and build and nurture lasting relationships with corporate organizations, key business partners, our clients, and our employees.
