Your Opportunity
Stantec is seeking a Program Controls Manager to join our team. You would be responsible for providing program and project controls expertise to improve Stantec’s delivery of Programs. The Program Controls Manager may have oversight of numerous infrastructure projects and will support delivery by developing project controls solutions to identified challenges. In addition, you will be responsible for managing a staff of professionals and technicians for successful completion of project controls activities and support program efforts by coordinating with program management staff.
Furthermore, the individual will be required to participate in analyzing Client program controls needs and assist delivery teams in developing the combination of people, processes, and tools to enable the team to manage a portfolio of projects with visibility into schedule and budget KPIs and trends. This position requires prior program experience with strong knowledge and hands-on experience in developing baseline project budgets and schedules; monitoring and tracking the progress of project work relative to established budgets and schedules; preparation of project budget and schedule status reports and presentations; working with Program/Project Managers to proactively identify project budget and schedule problems and implement corrective actions; and preparation of cost accruals, estimates to complete and estimates at completion.
Your Key Responsibilities
- Developing and implementing project controls standards and procedures, monitor compliance and initiate corrective measures as necessary.
- Establish a procedural framework for preparing, reporting and reconciling variances, including developing and/or enhancing reporting procedures and tools.
- Manage and enforce adherence to program controls practices and procedures, including schedule management, cost controls, risk management, change management, and records management.
- Ensuring that all planning and scheduling activities such as schedule development, project reporting and problem analysis activities comply with company and client requirements.
- Providing consultation to the company, client and subcontractors in planning, delivery and scheduling activities.
- Review project change documentation and ensure compliance with change procedures and contract specifications.
- Develop and monitor key performance indicators and report to project, program staff, and client.
- Communicating areas of concern to Program Leadership Team.
- Provide QA/QC of cost and scheduling processes, reports, and utilization.
- Consistently and successfully deploying solutions for key accounts as assigned.
- Leading large, complex teams through challenging project assignments and complex client environments.
- Develop program assessment protocols for evaluation and improvement.
- Represent project controls tasks in meetings with client, subcontractors, and others, as required.
- Work closely with Project Management to develop and maintain project schedules using Primavera P6 or client preferred schedule management system.
- Establish work breakdown structure (WBS), baseline, status, and monitor project schedules using established performance measurements.
- Implement cost breakdown structure (CBS), baseline, status, and monitor financials through dashboards and reports based on PMIS sources.
- Perform financial reporting such as planning, tracking, and analysis of projects/programs.
- Develop schedule version control processes, policies, and procedures.
- Develop and maintain summary level schedule reports used to support critical path analysis, approaching deliverables, resource allocation, performance variance, and to support integration of cost and schedule.
- Establish Earned Value Management (EVM) analysis, percent complete, and forecasting on projects.
- Troubleshoot and monitor potential scheduling problems.
- Lead mitigation efforts and offer solutions for issues pertaining to project budget, funding, and invoices.
- Analyze projects to determine project health and future risk.
- Work in a manner to ensure personal safety and that of fellow employees by following company health and safety guidelines and policies.
- Consistently adhere to and enforce internal Company processes and policies such as business and contracting rules.

- Understand the process of administering the non-technical elements of large projects that are tied together for the successful delivery of a program.
- Establish and maintaining trusting relationships and close partnerships with Program/Project Managers.
- Experience with proposal preparation and contract negotiations with clients and subcontractors.
- Demonstrated experience in development of Work Breakdown Structure (WBS), scheduling and schedule analysis, cost estimating and cost control, budget development, reporting and record/document control.
Education and Experience
- BA/BS in Engineering/Environmental/Construction Management required.
- 8-10 years’ experience in a Program Controls Manager position in infrastructure/buildings/utility/water programs is required.
- 10-15 years program experience of infrastructure/buildings/utility/water projects preferred.
- Experience in multiple project delivery methods, including Design Bid Build, Progressive Design Build, CMAR, and Design Build.
- Experience in the municipal sector in areas of public works, utilities, transportation, and industry and on multi-sector programs is preferred.
- Value of individual programs previously managed should be $1.5B or more.
- Project Management Professional (PMP) certification is required.
- Additional certifications: PgMP, PMI-SP, PMI-RMP, PMI-CP, CPA, CCM, PE, FE, or similar certifications is preferred.
