Your Opportunity: 

The US Navy is embarking on a $20B Program to restore and modernize the four public shipyards.    Stantec is leading major ground-breaking projects at the Portsmouth Naval Shipyard, including the first super flood basin to serve our nation’s expanding naval fleet.  
At Stantec we build communities.  Within our US Federal Program, our nation is our community.  We are also seeking to expand our veteran community.    
NAVFAC is a long time Stantec client and we have a number of large ongoing Shipyard projects.  To support our Shipyard initiative and to expand our NAVFAC account on the west coast and the Pacific we are looking for a Program Manager.  The successful candidate will co-report to the NAVFAC Account Manager and a Business Line Manager.

Your Primary and Secondary Responsibilities: 

  • Leadership to develop and help execute the Stantec Public Shipyards Program.  This includes development of strategies to understand and expand current strengths in the US Northeast and Norfolk VA to the US Northwest and Hawaii, understanding current relationships within Stantec with NAVFAC Divisions and/or Facilities Engineering Commands (FEC’s), and organizing that knowledge to establish Stantec as the go to provider for all public shipyards investments.
  • Engage NAVFAC leadership to understand upcoming business and teaming opportunities, and position Stantec for success
  • Work with the current NAVFAC Account manager and other US Federal and Business line leadership to grow the public shipyard and other NAVFAC business in the mid-atlantic and establish ourselves in the western and pacific US.  
  • Provide public shipyard  specific input to the overall NAVFAC business plan
  • Engage Stantec Business Line Leaders, Regional Leaders and individual Business Center  leadership to develop relationships,  pursue opportunities, and execute work with Public Shipyards.
  • In addition to these primary responsibilities the successful candidate will:
  • Enhance small business relationships  in conjunction with the Small and Disadvantaged Business Program Manager
  • Assist in strategic planning activities associated with the NAVFAC Account, including the identification of potential beneficial acquisitions and transformational projects
  • Perform Program Management, QA and related activities the management and execution of ongoing design projects
  • Represent Stantec with outreach effort, including professional societies, other organizations linked to NAVFAC, and public shipyards

Your Capabilities and Credentials:

  • Strong relationships with the Naval Civil Engineering Command, NAVFAC, and/or Western Pubic Shipyards 
  • Knowledge of the NAVFAC structure and procurement process 
  • Strong understanding of the Naval market, NAVFAC, and the public shipyards
  • Strong business development skills, including significant experience building and maintaining productive relationships with the Navy
  • An entrepreneurial orientation with strong understanding of the business development challenges of a consulting-services provider
  • Strong leadership skills, interpersonal and presentation skills
  • Experience in leading a team of highly skilled professionals and internal networking across a large enterprise organization
  • Excellent communication, negotiation, coordination and managerial skills
  • Experience with and a working knowledge of the SF330 process
  • Travel is required to manage efforts in the Northwest and Hawaii 
  • Engineering registration is preferred, but not required
  • Naval leadership veterans with extensive NAVFAC experience are preferred. 

Education and Experience: 

  • Degreed Engineer 
  • Minimum of fifteen (15) years of experience with Naval facilities
