Your Opportunity

Stantec is currently seeking a Regulatory Specialist to provide technical support on a variety of projects.  This position will be part of Stantec’s Water team providing the full range of expertise needed to address a variety of compliance activities for construction, industrial, and municipal storm water management permitting requirements. This position will include working across several business lines including our Environmental Services and Water groups.  Our Regulatory knowledge and expertise allow us to help our clients develop the most effective approach to project compliance.

This position will work in the Fairbanks, AK office. Alternative locations include Anchorage or Wasilla, AK. 

Your Key Responsibilities

  • Work with the project team to develop permit applications (or similar documents), including gathering supporting documentation.
  • Develop technical and regulatory support for development projects in both the pre-project permitting stage and post-approval stage.
  • Organize, track and distribute project related data.
  • Perform quality assurance/ quality control reviews.
  • Create technical documents and provide review of technical documents that support regulatory submissions.
  • Prepare, review, and inspect Storm Water Pollution Prevention Plans (SWPPPs) for construction projects and industrial facilities.  
  • Prepare Erosion and Sediment Control Plans (ESCPs) for bidding purposes for state and municipal projects.
  • Prepare storm water, water, and sewer permit packages for local and state plan review.
  • Assist in 3rd-party inspections of construction storm water management and inspection report reviews for state and municipal clients.
  • Coordinate storm water management efforts with Engineers, Hydrologists, and Environmental Analysts on multi-discipline projects located within flood hazard areas, coastal environments, and wetlands.
  • Assist industrial facilities with storm water management documentation and inspections.
  • Support and ensure implementation of Health, Safety, Security, & Environment (HSSE) Policies, Procedures, Standards and Guidelines in the execution of all work and coordinate with HSSE professionals during the execution of all phases of project planning and implementation.
  • Communicate and collaborate within Transportation and other Business Lines to ensure consistency in project execution.
  • Participate in team and independent based work.

Your Capabilities and Credentials

  • Ability to use MS Office products proficiently and creatively to problem-solve and communicate.
  • Understanding of National Pollutant Discharge Elimination System (NPDES), Alaska Pollutant Discharge Elimination System (APDES), Construction General Permit (CGP), Multi-Sector General Permit (MSGP), Municipal Separate Storm Sewer System (MS4) permits, Alaska and other states with Primacy from the EPA, and Oil Pollution Prevention Regulations at the local, state, and federal level. 
  • AK-CESCL, CISEC, or CPESC certification required.
  • AutoCAD and/or GIS experience is a bonus.
  • Experience with Oracle is an asset.
  • The ideal candidate has the ability to work with initiative, professionalism and confidentiality, and is able to work independently, multi-task, and adapt to change in a very dynamic environment.

Education and Experience

  • The position requires a minimum of 3-years’ experience working as a SWPPP Writer or Storm Water Inspector, or a B.A./B.S. degree in Environmental Science, Environmental Studies, Civil Engineering, or related field.  Technical degree or similar experience may be acceptable.
  • This is an entry level position; however, relevant experience will be evaluated. 

Typical office environment includes working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.
