Your Opportunity

Stantec is currently seeking a Junior-level Regulatory Specialist to provide technical support on a variety of projects including transportation, water resources, utilities, and land development. This position will be part of Stantec’s Environmental Services team that provides the full range of expertise needed to address a variety of permitting and approval requirements. Our staff members have established excellent working relationships with regulatory agencies throughout the mid-Atlantic, and our regulatory knowledge and scientific expertise allow us to help our clients develop the most effective approach to securing regulatory approvals.

Your Key Responsibilities

  • Familiarity with environmental permitting, environmental field surveys and construction compliance for a variety of projects.
  • Assisting in the Preparing permit applications, including Section 404/401 permits, Virginia Water Protection permits, Virginia Stormwater Management Permits, Virginia Marine Resources permit, Tennessee Valley Authority permits, involving gathering supporting documentation, and coordinating comment response with agencies.
  • Assisting in the preparation of  National Environmental Policy Act (NEPA) documents (federal projects), Environmental Impact Review (EIR) documents (state projects) and State Environmental Review Process (state projects).
  • Assisting in the preparation of  technical reports for the US Army Corps of Engineers (USACE), US Fish and Wildlife Service (USFWS), Virginia Department of Environmental Quality (VDEQ), Virginia Marine Resources Commission (VMRC), Federal Highway Administration (FHWA), Environmental Protection Agency (EPA), US Fish and Wildlife Service, and other federal, state, and local agencies.
  • Assisting in wetland delineations, state water determinations, resource protection areas, threatened and endangered species, land use mapping and vegetation cover classification, GPS data collection, hazardous materials, and water quality permitting activites.
  • Performing and summarizing database searches related to Threatened and Endangered Species, Natural Heritage, hazardous materials, and Section 106 Cultural Resources.
  • Performing quality assurance/ quality control reviews.
  • Performing Environmental Compliance Monitoring and record keeping.
  • Supporting and ensuring implementation of Stantec Health, Safety, Security, & Environment (HSSE) Policies, Procedures, Standards and Guidelines in the execution of all work and coordinate with HSSE professionals during the execution of all phases of project planning and implementation.

Your Capabilities and Credentials

  • Familiarity with state & federal laws & regulations and applicable policies & procedures to advise others on interpretations & experiences with permitting, and NEPA documentation, including the USACE, VDEQ, VMRC, TVA, USFWS, NOAA, and VDWR.
  • Skilled in verbal and written communications, including technical writing.
  • Skilled at prioritizing, organizing, managing, and performing multiple work assignments simultaneously.
  • Skilled with computer applications and functions, including Microsoft Word, Excel, Outlook, CADD, and GIS.
  • Ability to prepare, read and interpret scientific/technical documents and plans for the affects/impacts to environmental resources,
  • Ability to perform work accurately in a detail-oriented environment and meet project schedules, deadlines, and budgets.
  • Ability to work effectively in a team environment with the strong ability to maintain and establish effective working relationships amongst the team.
  • The successful candidate will be self-motivated, and self-directed

Education and Experience

  • Bachelor’s or Masters’ degree in Biological Sciences, Environmental Studies, Policy, Planning, Geology, or related discipline required.
  • 1-3 years of experience specific to regulatory practice in the environmental field.

Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.
